Project/Program Overview

The Project Management Analyst (PMA) is responsible for providing advanced support to program managers/leads. Key activities include developing, monitoring, controlling and interpreting program data including performance measures, financials, project plans, schedules, issues, action items, lessons learned, meeting minutes and any other data deemed necessary to assist the program in meeting its objectives.

Job Description

  • Supporting the planning, initiation and execution of work breakdown structure (WBS), work packages, and cost accounts
  • Assignment of resources using scheduling tools, analysis of resource loading and identification of critical path activities
  • Oversight, tracking and reporting of progress  against established baseline
  • Maintaining schedule updates and estimates to complete (ETC)
  • Preparation of baseline change requests reflecting scope changes as needed
  • Defining, documenting and controlling all project related data such as personnel loading, procurement status, defects, problems, risk register, actions items and review meeting minutes
  • Supporting program financial analysis by providing data when requested
  • Assisting with program close-out activities including preparation of deficiency lists and collection of close-out documentation

Basic Qualifications

Our incunbant would posses ;

  • University degree in a related discipline or equivalent working experience in planning, scheduling and project management assignments
  • Typically requires a minimum of 4 to 5 years of related experience
  • Proficient with schedule/planning tools – MS Project
  • Intermediate to advanced skills in MS Excel
  • Proficient with MS Word, PowerPoint and Adobe software
  • Proficient knowledge and experience with program management and earned value concepts
  • Experience preparing project management plans and schedules, developing work breakdown structures (WBS), critical path analysis and risk mitigation
  • Excellent analytical capacity to interpret data and link to underlying causes, identify trends and problems early on in the program cycle and make recommendations in response
  • Ability to work with minimal supervision, solving moderate to complex problems

Two key skills to be successful in this role; 

  • Program Management: Demonstrates basic understanding of principles of program management.  The incumbent is expected to be able to provide analysis and incorporate internal/external factors to aid in making decisions.
    Integrity/Honesty: Instills mutual trust and confidence. Maintains confidentiality at all times

You may also have one or multple of the below; 

  • PMP/CAPM certification would be an asset
  • Understanding of an engineering development/product delivery process an asset

Must be able to obtain and maintain Canadian Security Clearance and a positive Controlled Goods Assessment. Eligibility to work in Canada either as a Canadian Citizen or Permanent Resident.
