  • Responsibilities

    Reporting to the Manager, Commercial Services, the Intermediate Level Commercial Officer, under the general direction of a Senior Commercial Advisor and/or Manager is responsible for the administration and support of various commercial areas, including: the pre-contractual phase of commercial management, contract negotiations, development, execution, and closeout activities.


    Typical Duties


    Pre-Contractual and Proposal Phase:

    • Support the pre-contractual phase of contract management, including the execution of confidentiality, teaming, joint venture, collaboration, software license agreements, etc.
    • Support the proposal process, review presentations and submission deadlines by collecting & compiling necessary commercial data, certifications & representations, disclosure, program schedules, work breakdown structures, assumptions, understandings & clarifications, with guidance.
    • Work with supply chain management on the flow-down of contract conditions to suppliers/sub-contractors.
    • Supports in validating conformance to GD policy & procedures as well as all legal & regulatory requirements, all disclosure requirements, and submits final commercial volume proposal for management review, with guidance.
    • Support in identifying commercial risk.


    Negotiations & Execution:

    • Supports the process around analysis for fact findings, contract negotiations/changes and closeout.
    • Works with Manager to ensure effective contract management during program execution.
    • Supports contract reviews in conjunction with other departments.
    • Provides input to the program team with respect to contractual obligations, liabilities, and rights.
    • Liaise with the Office of Export Control team to ensure compliance with regulations.
    • Acts as a liaison with the customer for day to day contract and commercial matters, working with the Manager of Commercial Services to help resolve disputes and claims by ensuring best possible outcome for the company.


    Special Projects:

    • Interfaces with internal departments such as estimating, finance, engineering, program management, supply chain management.
    • Support in the development of Business Area specific reports and stats.
    • Provides input and feedback on new tools and reports for use by the Commercial Services Dept.; may be required to participate in the implementation and roll out of new tools.
    • Directly supports, with guidance, senior program staff (commercial officers, program managers, engineering, etc.) in the management of customer programs by participating in contract review/change boards, internal program review meetings, operational program review meetings, customer reviews, key design reviews, etc..
    • Collaborates with other relevant groups to enhance relationship and resolve issues that extend beyond the Commercial Services Function.


    Required Skills & Experience

    • Proven interpersonal and team effectiveness skills, focus on improving the overall success of the Commercial Services team.
    • Ability to adapt quickly to a rapidly changing environment.
    • Solid analytical and research abilities, detail oriented, with the ability to work independently.
    • Proven business acumen skills to provide superior customer service to client groups and ability to support key business decision making.
    • Strong written and oral communications; comfortable with conducting presentations and having difficult conversations.
    • Positive attitude and strong work ethic.
    • Hands-on experience with MS Office applications, CRM, Oracle and other related tools.
    • Good time management and organization skills; knows when to ask for help.
    • Progressive experience in a similar Commercial Services/contracts role with at least 4 years of experience.
    • Previous experience working on the development and implementation of commercial and or contractual policies and procedures.


    • Post-secondary degree in Business Commerce, Law or other related field.
    • Holding and/or working towards a Professional Business, Procurement or Contracting designation would be considered an asset.


    Minimum 10 year consecutive residence in Canada – for Canadian Secret Security Clearance
    Applicants will be required to obtain/hold a valid and current Canadian security clearance to gain access to the classified spaces, information and equipment in order to perform the work associated with this position.
