  • Project/Program Overview

    The Deputy Program Manager - Subcontracts (DPM-S) reports to the Senior Director Supply Chain Management but is accountable to the Capture Manager during the pre-contract pursuit phase and to the Program Manager during the post contract award phase.  The DPM-S is responsible for managing the entire scope of subcontract activity for assigned subcontractors including technical, quality, cost, and schedule performance.  The DPM-S is an integral member of the Capture Management and Program Management Teams and leads a cross functional team including Engineering, Subject Matter Experts (SMEs), QA, and Subcontract Commercial. The DPM-S utilizes proven subcontract management, project management and engineering management practices to monitor and control the subcontractor tailored to the size, scope and complexity of the effort.




    During the pre-contract award phase the DPM-S is responsible for supporting the program Capture team in establishing the subcontracts needed to execute the program. Accountable to the specific Capture Manager, the DPM-S will develop program level relationships with selected suppliers and is responsible for establishing all subcontract work documentation needed to develop, negotiate and close subcontract agreements.Following award of contracts, the DPM-S is accountable to the Program Manager for managing the performance of subcontractors to ensure the successful delivery of the subcontracted scope in accordance with the terms and conditions of the established contract. The DPM-S manages subcontractors through a disciplined process to ensure successful performance and to conduct business with subcontractors in accordance with public law, regulations, customer requirements, and company policies and procedures. 

    Subcontract Planning

    Supports the Capture Manager in the identification and selection of subcontractors.

    Is a member of the business pursuit team and supports all subcontracting aspects of the program being pursued. This includes early involvement with the team in determining what, if any, parts of the program will be subcontracted out and determining potential sources.
    Develops a Subcontract Management Plan (when required) and strategy that supports the acquisition and contract strategy.
    Initiates and has management responsibility to define the SOW, including any needed technical/specification flow down.
    Ensures sufficient internal resources (Engineering, Finance, QA, etc.) are assigned to support the subcontract management effort.


    Request for Proposal Development and Solicitation:

    Leads the preparation of all RFPs and works with the subcontracts commercial lead to issue RFPs to potential suppliers
    Establishes the evaluation criteria for subcontractors proposals and leads the source selection team


    Proposal Evaluation & Negotiations 

    Leads the development of the subcontract negotiation strategy and plan and leads price negotiations with support from the subcontracts commercial lead for terms and conditions negotiations and legal matters

    Determines cost targets and obtains necessary program management approvals

    Participates in proposal development, including writing tasks, Basis of Estimates (BOEs) development, and supporting management reviews, as needed


    Subcontract Management
    Responsible for all subcontracted performance in support of the prime or higher-tier contract with support from the cross-functional program team
    Has programmatic management responsibility for subcontractor performance
    Responsible for generation of monthly metrics and subcontractor scorecards (as applicable to program size and complexity)
    Responsible for the establishment of a sound relationship with all program subcontractors by communicating with subcontractor’s program and senior management as appropriate
    Presents the subcontractors’ performance to the program manager to ensure that work will be/is performed as required to meet the business needs.
    Reviews and approves detailed subcontractor plans to meet the subcontract requirements and manages the subcontractor to the Subcontract


    Performance & Execution PM Plan 
    Monitors subcontractor efforts and progress to ensure subcontractor is meeting the subcontract requirements
    Serves as the program lead for subcontract cost/schedule/technical/production/delivery performance and reviews EVM reporting
    Responsible for ETC (for subcontractor scope) and revenue forecasting
    Reviews and coordinates all subcontractor identified risk areas with the program management team
    Engages General Dynamics senior management in a timely manner on subcontractor issues for resolution assistance and coordinates with subcontractor senior management as appropriate
    Manages the subcontractor’s scope growth and controls subcontract changes
    Serves as the point of contact between General Dynamics and the subcontractor with the authority to contractually obligate General Dynamics (through the Subcontracts Commercial Lead) to incur financial expenditures in accordance with delegated authority
    Coordinates all visits/meetings with the subcontractor
    Responsible for analyzing, reviewing and approving subcontractor invoices
    Supports internal and external audits affecting subcontracts


    Bachelor's degree, or equivalent experience
    Minimum of 5 years of staff and/or technical project/process management experience


    Minimum 10 year consecutive residence in Canada – for Canadian Secret Security Clearance
    Applicants will be required to obtain/hold a valid and current Canadian security clearance to gain access to the classified spaces, information and equipment in order to perform the work associated with this position.
