    Project/Program Overview

    Reporting to the Manager, Commercial Services, the Working Level Commercial Officer is responsible for the administration and support of various commercial functional areas, including: the pre-contractual phase of commercial management, contract negotiations, development, execution and closeout activities.

    Responsibilities

    Pre-Contractual and Proposal Phase:

    • Support the pre-contractual phase of contract management, including the execution of confidentiality, teaming, joint venture, collaboration, software license agreements, etc.
    • Support submission of bids and proposals by independent review of customer terms and conditions, typically for high value, high complexity contracts. This includes validating conformance to company policies and procedures as well as to legal and regulatory requirements and disclosure requirements.
    • Advise and assist supply chain management on the flow-down of contract conditions to suppliers/sub-contractors.
    • Ensure the identification of commercial risk.

    Negotiations & Execution:

    • Lead negotiations with Canadian and International customers with respect to commercially advantageous terms and conditions, prices and payment plans.
    • Effective contract management during program execution.
    • Conduct contract reviews in conjunction with other departments.
    • Provide advice to the program team with respect to contractual obligations, liabilities and rights.
    • Liaise with the Office of Export Control team to ensure compliance with regulations;.
    • Acts as a liaison with the customer for both day to day and more in-depth and potentially contentious contract and commercial matters, helping to resolve disputes and claims and ensuring best possible outcome for the company.

    Special Projects:

    • Interfaces with internal departments such as estimating, finance, engineering, program management, supply chain management, and executive management in addition to internal auditors and external customers.
    • Develops and conducts presentations within the department and for internal stakeholder groups.
    • Reviews and develops new policies and procedures as applicable.
    • Provides input and feedback on new tools and reports for use by the Commercial Services Dept.; may be required to participate in the implementation and roll out of new tools.
    • Directly supports senior program staff (program managers, engineering, etc.) in the management of customer programs by participating in contract review/change boards, internal program review meetings, operational program review meetings, customer reviews, key design reviews, etc.
    • Works closely with Commercial Services members and other internal stakeholders in the development of offset strategy and report generation.
    • Partner and collaborate with other relevant groups to enhance relationship and resolve issues that extend beyond the Commercial Services Function

    Qualifications

    • Strong interpersonal and team effectiveness skills, focus on improving the overall success of the Commercial Services team.
    • Ability to adapt quickly to a rapidly changing environment.
    • Strong analytical and research abilities, detail oriented, with the ability to work independently.
    • Excellent business acumen skills to provide superior customer service to client groups and ability to support key business decision making.
    • High Level of comfort and ability to deal with complex commercial and business related issues which may involve conflict resolution and mediation.
    • Excellent written and oral communications; comfortable with conducting presentations and having difficult conversations.
    • Positive attitude and strong work ethics.
    • Hands-on experience with MS Office applications, CRM, Oracle and other related tools.
    • Results oriented with a demonstrated ability to handle multiple priorities with solid time management and organization skills; knows when to ask for help and ability to delegate to others.
    • Progressive experience in a similar Commercial Services/contracts role with at least 4 years of experience.
    • Previous experience working on the development and implementation of commercial and or contractual policies and procedures.

    Education

    • Post-secondary degree in Business Commerce, Law or other related field.
    • Certified procurement or contracting designation (PMAC, NCMA, CCCM) would be considered an asset.

    Other

    • Minimum 10 year consecutive residence in Canada – for Canadian Secret Security Clearance.Applicants will be required to obtain/hold a valid and current Canadian security clearance to gain access to the classified spaces, information and equipment in order to perform the work associated with this position
