    Project/Program Overview

    Reporting to the Manager of Subcontracts Management, the Junior Level Subcontracts Commercial Officer will be responsible for the commercial administration and support of various commercial and program functional areas, including: Bid opportunity support, the pre-contractual phase of subcontracts management, subcontract negotiations, subcontract execution and subcontract closeout activities.


    In this role the Junior Level Subcontracts Commercial Officer will be required to extend their responsibilities into the program office management aspects of an opportunity or execution file.


    Pre-Contractual and Proposal Phase:

    • Support in the pre-contractual phase of subcontract management, including the execution of NDAs, bailment agreements and other collateral agreements including but not limited to, Teaming Agreements, Letter’s of Intent, Authorization to Proceed, etc. with guidance.
    • Supports the corporate due diligence investigations of potential suppliers.
    • Responsible for the creation of Requests for Information/Quotes or Proposals and applicable instructions to bidders documentation. 
    • Leads data collection and verification activities, as required, for proposal support including commercial data, certifications and representations, disclosures, assumptions, etc.
    • Develops the major subcontract elements of the commercial volume response, making edits to submissions and coordinating approvals, as required, with some management involvement.
    • Validates conformance to GDMS policies and procedures as well as to legal and regulatory requirements and disclosure requirements.


    Negotiations & Execution:

    • Develops and/or produces the analysis for fact finding, subcontract negotiations/changes/closeout with oversight.
    • Develops the negotiation approach, determining negotiation strategy, validating financial and legal data to support, creating 'negotiation parameters', issue tracking, summarizing final positions and is the company spokesperson with minimal oversight.
    • Develops and/or produces artefacts that: facilitate the loading of IFS/Oracle; meet internal and external audit requirements; meet company Delegation of Authority (DOA) requirements; follow company standard procedures, and facilitate metrics gathering and Customer Relationship Management (CRM) requirements with oversight.
    • Develops and/or produces commercial summary reviews of program status using subcontract files, company, vendor, and or customer correspondence, accounts receivable status, completion of contract closeout, etc. with minimal oversight.


    Other / Special Projects:

    • Interfaces with internal departments such as estimating, finance, engineering, program management, commercial services, executive management in addition to internal auditors and external vendors.
    • Develops business area specific reports/stats;
    • Develops and conducts presentations within department and for internal stakeholder groups;
    • Reviews and develops new policies and procedures as applicable;
    • Provides input and feedback on new tools and reports for use by the Supply Chain Management Dept.; may be required to participate in the implementation and roll out of new tools;
    • Supports in the management of major subcontractor activities for various programs and/or with indirect contracting supporting the company's operations with oversight
    • Directly supports senior program staff (program managers, engineering, etc.) in the management of customer programs by participating in contract review/change boards, internal program review meetings, operational program review meetings, customer reviews, key design reviews, etc. with oversight
    • Works closely with Commercial Services members and other internal stakeholders in the development of offset strategy and report generation
    • Partner and collaborate with other relevant groups to enhance relationship and resolve issues that extend beyond the subcontract function
    • Involved in development of new processes and procedures

    • Hands-on experience with MS Office applications, CRM, Oracle and other related tools
    • Results oriented with a demonstrated ability to handle multiple priorities with solid time management and organization skills; knows when to ask for help and ability to delegate to others
    • Post-secondary degree in Business Commerce, Law or other related field
    • Progressive experience in a similar Subcontract/Contracts role with at least 5 years of experience.
    • Certified procurement or contracting designation (PMAC, NCMA, CCCM) would be considered an asset
    • Previous experience working on the development and implementation of commercial and or contractual policies and procedures

    Minimum 10 year consecutive residence in Canada – for Canadian Secret Security Clearance
    Applicants will be required to obtain/hold a valid and current Canadian security clearance to gain access to the classified spaces, information and equipment in order to perform the work associated with this position.
