    Project/Program Overview

    General Dynamics Mission Systems-Canada is currently looking to fill a key leadership Offset management position to drive the development and management of all Offset Programs for Canadian and International business areas. This position requires a strategic thinker who anticipates change in industry regulations to ensure compliance and proper risk mitigation to support the execution of greater business objectives.     Responsibilities

    • Establishes strategy and vision for the Offset function for the organization.
    • Translates Offset objectives and provides the business with guidance and direction on key program pursuits.
    • Implements an offset structure and guidelines and ensures understanding and compliance.
    • Partners with project teams to develop Offset strategies, proposals and plans.
    • Develops new sources of Offset credit through government agencies, trade organizations and networking with other companies.
    • Assists in the negotiation of specific business agreements and Offset commitments with suppliers and subcontractors.
    • Negotiates Offset credits with the Government and promotes a good understanding of the Company’s Offset commitments and programs to government personnel.
    • Acts as main point of contact for all levels of Government including Innovation, Science and Economic Development (ISED) Canada, Atlantic Canada Opportunities Agency (ACOA), Western Diversification Canada (WEDC), Quebec (CED-Q) and program offices.
    • Develops and maintains strategic relationships with Offset Authorities in various countries.

    Qualifications

    • In depth understanding of Innovation, Science and Economic Development (ISED) Canada, ITB/VP Policy and domain knowledge of International Offset policies and regulations.
    • Advanced written and verbal communication skills; excellent presentation skills.
    • Strategic thinker; translates business strategies into concrete actions.
    • Results oriented with a demonstrated ability to handle multiple priorities with good time management.
    • Facilitates problem-solving; resolves conflicts.
    • Ability to address issues in a timely fashion with adherence to deadlines.
    • Applies experience in making decisions and judgment.
    • Experience in conducting negotiations with Customers.
    • Ability to work at both strategic and tactical levels.
    • Ten or more years of experience in Offset Management with solid knowledge of Canadian and International Offset policies
    • Ten or more years of staff and/or technical project/process management experience

    Education

    • Bachelor’s Degree in Business Administration, law or related field

    Other

     

    Minimum 10 year consecutive residence in Canada – for Canadian Secret Security Clearance
    Applicants will be required to obtain/hold a valid and current Canadian security clearance to gain access to the classified spaces, information and equipment in order to perform the work associated with this position.
