    Project/Program Overview

    General Dynamics Mission Systems–Canada has an immediate opening for a Supply Chain Procurement Manager. The position is the Supply Chain Programs Lead supporting the Land & Joint business area with emphasis on the material operations in Ottawa, ON.




    • Provides balanced Technical, Commercial, and Programmatic input to ensure programs and corporate priorities are set for SCM commodity teams and vendors
    • Primary liaison with business unit, program managers, project engineers, designers and project staff to ensure that SCM risks and economies are proactively managed
    • Ensures adequate communication of requirements, forecasts, proposal status, project deliverables, acquisition strategies, vendor development, risk mitigation efforts and any other mission critical supply-side requirements
    • Ensures adequate communication of SCM activities, SCM Commodity Team strategies, progress and priorities to facilitate alignment of efforts, understanding and accountabilities
    • Promotes strong cooperation and shared objective setting between the groups, focusing on delivery of economic benefits and risk management around TQRDC (Technology, Quality, Responsiveness, Delivery, and Cost)
    • Provides focal review of SCM advanced planning and consolidation of forecast from revenue-down and proposal/project activity upward
    • Communicates regularly with all staff on Commodity Team Vendor Performance, Auditing and Vendor Development efforts, Crisis Management, VCAR, MRB, RTV, IRB material issues, Project Material status
    • Supports the commodity teams in designing and negotiating vendor commercial agreements, alliances, partnering, long term contracting, etc. and provides visibility on the firm versus projected demand forecasts
    • Transmits potential short term and long term new vendor identification information to SCM teams to ensure full due diligence and qualification efforts occur prior to design-in or commercial commitments
    • Ensures that design efforts are fully aware of corporate purchasing guidelines and authorities and collaborates with design teams to deliver appropriate service of their needs
    • Transmits customer requirements or specific flow down terms of contract, not limited to quality clauses, SCM related site visits, supplier lean management flow down, etc
    • Supports both business units and SCM teams with input to risk assessments and ensuring active management of risks
    • Major participant in annual SCM strategic planning exercise as the “voice of the internal customer” to ensure correct priorities are established
    • Bridges the organizations to ensure accurate target prices are set, actual historical values utilized in bids and ongoing improvements measured
    • Conducts annual internal customer satisfaction survey on behalf of SCM
    • Ensures intergroup gaps are closed and that SCM processes are optimized and mapped according to business unit strategies and businesses
    • Facilitates collaborative technology/design/development efforts between suppliers and Business Unit/Program/Design teams (in cooperation with SCM teams)
    • Participates in selected Vendor evaluations, supply chain design and integration, IRB/SME/Aboriginal business obligation strategies
    • Participates in DTC and NPI program efforts to represent the SCM perspective
    • Supports GD Canada business unit customer/IRB/SME requirements for SCM insight
    • Brings business unit strategy requirements to SCM strategic planning to ensure alignment
    • Supports the identification, benchmarking and development of key suppliers


    • University degree (Business Administration, Engineering or Accounting) 
    • PMI, CPIM and/or CPP Certification
    • 10-15 years experience in a high technology, defence, government or manufacturing environment
    • Preferred experience in a military production environment
    • Microsoft Office suite (Word, Excel)
    • Program/Project Management 
    • MRP experience
    • Excellent negotiation skills
    • Strict adherence to timelines; deadlines
    • Very customer focused


    Minimum 10 year consecutive residence in Canada – for Canadian Secret Security Clearance
    Applicants will be required to obtain/hold a valid and current Canadian security clearance to gain access to the classified spaces, information and equipment in order to perform the work associated with this position.
