    Project/Program Overview

    General Dynamics Mission Systems–Canada has an immediate opening for a Supply Chain Procurement Manager. The position is the Supply Chain Programs Lead supporting the Land & Joint business area with emphasis on the material operations in Ottawa, ON.

     

    This position has the overall responsibility for Supply Chain Management (SCM) performance for Program Supply Chain Material needs and is responsible for resolving customer/business concerns on supplier performance. To obtain the desired business results requires a combination of strategic thinking, creativity and discipline within Supply Chain and the ability to focus solutions that meet the business needs.

     

    In this position you will work with Program Managers, the overall Supply Chain team, as well as other program stakeholders to define and ensure execution of the supply chain efforts required to achieve the business goals. The candidate will lead the development of team/partner relationships with vendors/suppliers and will maintain relationships with the suppliers.

    Responsibilities

    • Lead the Supply Chain Material Procurement efforts supporting Land & Joint Programs and champion SCM initiatives and process improvements required to meet the business goals
    • Responsible for financial material revenue planning and execution.
    • Communication focal for internal stakeholders including Programs, Finance, Production, and Quality
    • Support business and proposal activities, formulating, approving and implementing SCM strategies
    • Lead the reviews of contractual/supply chain documents for accuracy, performance risk, and conformance with contract terms, conditions, and other provisions and ensures that the supplier will meet the business team objectives prior to signature / acceptance
    • Establish requirements and monitoring measures for suppliers and monitor the suppliers’ performance, manage changes in scope changes, and take appropriate corrective action
    • Mitigate Supply Chain Risks through direct engagement with staff and suppliers

     

    ADDITIONAL TASKS:

    • Manage high complexity, value and risk purchase orders, contracts and agreements, and ensure all procurement actions which commit the company are properly documented, reviewed and approved consistent with policy and procedure and is able to identify potential risks in terms and conditions
    • Management oversight of scheduling, planning and coordination of program material needs including tracking and expediting through receipt

     

    Qualifications

    • 10 years' experience in related field
    • 3 year diplomat or university degree in related discipline 
    • Ability to plan supply chain activities, including planning cost, schedule and technical performance activities
    • Ability to clearly communicate across all organization levels and within the team
    • Ability to influence and manage within the matrix organization and supplier community and make a positive impact on others actions, decisions, or points of view
    • Ability to clearly define the business and supply chain objectives and develop a strategic action plan with each objective broken down into tasks and each task having a list of needed resources and a specific time-line
    • Ability to leverage the strength of the business and supply chain team to accomplish the goals and achieve the desired results. Demonstrated ability to motivate team to accomplish the required goals
    • Ability to develop negotiation strategies for the negotiation of contracts and subcontracts that meet or exceed the business needs
    • Demonstrated ability to manage high risk supplier engagements and the ability to recognize and mitigate risks within the supplier base
    • Ability to investigate and correct supply chain interruptions and quality issues
    • Strong decision making skills with prudent judgment and creativity
    • Knowledge of applicable law/regulations and their application within Supply Chain and Department of Defence procurement

     

     

     

    Minimum 10 year consecutive residence in Canada – for Canadian Secret Security Clearance
    Applicants will be required to obtain/hold a valid and current Canadian security clearance to gain access to the classified spaces, information and equipment in order to perform the work associated with this position.
