    Project/Program Overview

    The Proposal Manager’s primary goal is to produce a winning proposal. Assigned to a Proposal project the Proposal Manager works closely with Capture Managers and Program Managers to carry out the multiple aspects of development; analysis, planning, production and delivery. Leading a broad team of contributors matrixed to the proposal to deliver a compliant and viable solution.

    Responsibilities

    • Has the lead responsibility for producing winning proposals
    • Joins the Capture Team in Pre-Proposal (Phase III of the business development process)
    • Formulates the Win Strategy into a baseline solution ready for contributions from the Proposal team. This includes leading the process of “story boarding” of the proposal
    • Ensures strategic marketing and positioning messages are reflected in proposal
    • Ensures brand, style and standards are observed
    • Ensures that the proposal volume outlines are complete and respond to all of the customer's requirements as defined in the RFP (Request for proposal)
    • Assigns a theme to a proposal section or sub-section just as if it were an RFP requirement
    • Develops an integrated hierarchical win theme document to summarize data on competitive analysis, discriminators and strategies
    • May also support Capture teams with Request for Information (RFI) and Request for Quotation (RFQ) submissions
    • Assigns the writing of each of the sections of the proposal to the appropriate author. Ensures the appropriate artifacts are prepared for presentation at the Kick-off Meeting. The artifacts may include any or all of the following:
      • Draft Executive Summary;
      • Project technical, programmatic and support approach descriptions;
      • Proposal win themes and strategies;
      • Proposal development schedule;
      • Proposal outline with author assignments; and
      • Proposal development training material for authors.
    • Develops the schedules and status report for management reviews using the predefined templates
    • Approves modifications to the standard GD Canada proposal format when the modification is required by an RFP requirement
    • Maintains the proposal meeting calendar and action item list
    • Identifies roles that will be needed for each proposal effort. Works with each designated Section Manager to choose candidate authors, and briefs contributors when they join the proposal team
    • Identifies Pink/Red Team leaders
    • Identifies senior reviewers who will participate in colour reviews
    • Identifies the information that reviewers will need to be provided so they are prepared for reviews, and makes sure that they receive the information sufficiently in advance of the review to allow time to prepare for the review
    • As the key baselines are updated, ensures new information is immediately made available to contributors
    • Holds Daily Status Meetings with the proposal team every morning after the Kick-off Meeting, until the proposal goes into final production
    • Responsible for tracking the progress of each of the proposal volumes at the Daily Status Meetings, based on information gathered from the book bosses
    • Prepares daily status reports, reviews the proposal schedule, schedules necessary meetings, and updates progress on proposal action items at each Daily Status Meeting
    • Sets up weekly management review meetings with business area management to identify and solve proposal management problems before they impact the quality of the colour review products
    • A fundamental role of the Proposal Manager is to advise the Capture Team throughout the proposal on aspects related to the betterment of the proposal to ensure a top quality product is issued to the customer

    Qualifications

    • Minimum of 10 years combined experience in a Defence related industrial sector (proposal management, capture management, technical)
    • Not only a burning drive to win but a creative thinker with a strong externally facing and internally astute business acumen in effort to want to find a way
    • A proven successful leader who has experience in winning and closing business pursuits
    • A collaborative leader who is competent in pulling multi-disciplinary teams together and aligning them around common goals and objectives as they relate to winning and corporate growth
    • Expert knowledge in the Shipley Proposal Development Process, from capture planning through to proposal submission
    • Experience dealing with government standards and compliance

    Education

    • Bachelor’s Degree in Engineering, Applied Science, Business or their equivalent; or
    • Bachelor’s Degree in English, Journalism, Technical Writing, or other related fields; and
    • Beneficial if a member of the Association of Proposal Management Professionals (APMP) or Project Management Professional designation from Project Management Institute.

    Minimum 10 year consecutive residence in Canada – for Canadian Secret Security Clearance
    Applicants will be required to obtain/hold a valid and current Canadian security clearance to gain access to the classified spaces, information and equipment in order to perform the work associated with this position.
