    Project/Program Overview

    Reporting to the General Dynamics Mission Systems International Controller, the Program Finance Manager is responsible for providing senior level financial support to an assigned business area.  The Program Finance Manager provides oversight to program analysis staff ensuring value added program analysis and compliance with relevant internal policies and external guidance.  The Program Finance Manager serves as a key member of the assigned business area and actively contributes to current and future successes.


    • Provides senior level financial support to the Vice President/Senior Director of the assigned business area
    • Management of program analysis staff for an assigned business area
    • Presents financial results for the business area to senior management with recommendations for improvement in overall financial performance
    • Responsible for the budget/long term strategic plan and forecasts for the business area
    • Provides financial modeling and analysis to support management in the evaluation of new business activities, opportunities, or challenges
    • Ensures that financial operations are compliant to internal policies, controls, and external guidance (US GAAP)
    • Ensures integrity and functionality of the financial databases used in the business area and evaluates requirements/modifications required to system design
    • Presents financial results for larger, more complex programs to Program Management, which includes authorizing program value adjustments, work in progress analysis, risk reports, adjustments to program profit margins, and ensuring an accurate Estimate at Completion (EAC)
    • Monitors business unit expenses and overhead impact
    • Supports customer negotiations for financial terms and conditions
    • Recommends and/or negotiates financial terms and conditions on intercompany agreements
    • Reviews account analysis, EAC’s, risk reports, inventory balances, warranty reserves, and profit rates for programs in the assigned business area
    • Review and present the financials for proposals to senior management, which includes evaluation of both the cost estimates and pricing decision
    • Ensures foreign currency risk is appropriately mitigated at a program level
    • Support with internal and external audits related to programs within the business area




    • Experience with providing effective and clear communication via presentations to senior management and customers, where applicable
    • Previous experience in managing a team
    • Experience in a government contracting environment and project accounting is strongly preferred
    • Experience with advanced revenue recognition and profit analysis concepts and techniques
    • Experience with applicable external guidance such as US GAAP
    • General knowledge of standards of internal control
    • General knowledge of Earned Value Analysis
    • Advanced skill in the use of MS Excel, MS Word, and MS PowerPoint
    • Experience with Oracle and Hyperion


    • Undergraduate university degree in Finance, Accounting or Business Management or equivalent experience
    • A professional accounting designation (CPA, CA, CMA, and CGA)
    • A minimum of 5 years of related management experience


    Minimum 10 year consecutive residence in Canada – for Canadian Secret Security Clearance
    Applicants will be required to obtain/hold a valid and current Canadian security clearance to gain access to the classified spaces, information and equipment in order to perform the work associated with this position.
