Project/Program Overview

GDMS-C has a requirement for a Supply Chain Program Manager (SPM) to manage contract manufacturers in the areas of electronics, computing and communications for the defense environment. The SPM will be responsible for all Contract Manufacturing activities at GDMS-Canada including supplier selection, supplier relationship management, negotiation, program execution (cost, schedule and quality), and strategy.


During the pre-contract award phase the SPM will be responsible for supporting the program Capture team to establish estimates for contract manufacturing requirements. Following award of contracts, the SPM will be responsible for the managing the performance of the contract manufacturer to ensure successful delivery of the contracted scope. The SPM will develop/maintain the relationship with selected contract manufacturers and be responsible for managing and reporting on cost, schedule, quality and risk.


Experience in Program Management (PM) and/or related subcontract management for contract manufacturers is required to perform this job.


  • Identifies and establishes relationships with Contract Manufacturing (CM) suppliers
  • Ensures full due diligence and qualification efforts occur prior to design-in or commercial commitments
  • Provides ongoing Supplier Relationship Management with CM suppliers
  • Promotes strong cooperation and shared objective setting between internal stakeholders and the CM supplier, focusing on delivery of economic benefits and risk management around TQRDC (Technology, Quality, Responsiveness, Delivery, and Cost)
  • Provides CM cost estimates and risk analysis to support new business pursuits and maintains historical costs to improve bid accuracy and baseline improvement initiatives
  • Provides balanced Technical, Programmatic, and commercial oversight to ensure successful execution (Cost, Schedule, and Quality) on CM programs
  • Maintains and communicates CM scorecards and conducts regular program and operational reviews with the CM suppliers
  • Primary liaison with business unit, program managers, project engineers, designers and project staff to ensure that CM risks and economies are proactively managed
  • Ensures adequate communication of requirements, forecasts, proposal status, project deliverables, acquisition strategies, CM supplier development, risk mitigation efforts and any other mission critical supply-side requirements
  • Ensures adequate communication of CM activities, CM strategies, progress and priorities to facilitate alignment of efforts, understanding and accountabilities
  • Provides focal review of CM advanced planning and consolidation of forecast from revenue-down and proposal/project activity upward.
  • Communicates regularly with all staff on CM Performance, Auditing and CM Development efforts, Crisis Management, VCAR, MRB, RTV, IRB material issues, and CM program status
  • Supports the design and negotiation of CM commercial agreements, alliances, partnering, long term contracting, etc. and provides visibility on the firm versus projected demand forecasts
  • Ensures customer requirements and flow down terms, not limited to quality clauses, CM site visits, supplier lean management flow down, etc. are appropriately addressed
  • Ensures that design efforts are fully aware of corporate purchasing guidelines and authorities and collaborates with design teams to deliver appropriate CM services
  • Supports both business units and manufacturing operations teams with input to risk assessments and ensuring active management of risks.
  • Participates in annual SCM strategic planning
  • Facilitates collaborative technology/design/development efforts between CM suppliers and Business Unit/Program/Design teams
  • Participates in Design To Cost (DTC) and New Product Introduction (NPI) program efforts to represent the CM perspective
  • Ensures business unit strategies are accounted for in CM strategic planning



Required Skills and Experience

  • 10-15 years’ experience in a high technology, defence, government or manufacturing environment with 5 years’ experience in program management / subcontract management of contract manufacturers
  • Experience in negotiating contracts and working with both technical and non-technical resources to establish contracts.
  • Excellent understanding of financial management and performance indicators
  • MRP experience
  • Preferred experience in a military production environment


  • Bachelor's degree in Business Administration, Law, Engineering or Supply Chain related fields.
  • Program Management Training


Minimum 10 year consecutive residence in Canada – for Canadian Secret Security Clearance
